Siege
A Superpower is under Siege if they have no ports in a their home territories that can trade, i.e. the connecting Sea territory contains Pirates, or another Superpower that has not granted Right of Passage.
If a Superpower is under siege, they can no longer trade with the market in Buy or Sell, but can trade with the Superpower(s) that have them under siege.
