Nuclear Winter

A check is made for Nuclear Winter after each nuclear or neutron strike. The change of nuclear winter occurring is 1/6th or each nuked (or neutroned, depending on the game type) territory above 12 territories. This means if there are 18 nuked territories, there will be a nuclear winter.
