Sail

Orders to move navies (and accompanying boomers) from one friendly sea/ocean to another friendly or neutral sea/ocean. If a neutral sea/ocean is the final destination then that sea/ocean will be claimed at the end of the movement. Superpowers can sail through occupied oceans (dark blue) - they are too big to police effectively, however only one Superpower may occupy each ocean territory. Movement costs will be automatically calculated.
